All characters are in character and at their best with their own unique weapons, armor, skills, powers, & abilities included no outside help. The fight takes place where Jotaro and Dio fought. Who wins?

From whatever I remember Hit time-stop is mostly up-close and personal type ideal where Dio is about anywhere.

He does but Hit has a superior technique where adapts and gets stronger with his time stop power.

I think Dio's strong enough to one-shot HIT after stopping time he won't get the chance to adapt.
