Doctor Manhatten vs Astral Regulator Thanos

Both are at their most powerful

Doctor Manhattan works on a Multi-Universe - Multiverse level and as of his cross-reality he is a Multi-Multiverse+ level being.

Astral Regulator Thanos was Universe level and hinted at being Multi-Universal or "Multiversal" but since this isnt the case and is Non-Canon.

Doctor Manhattan is winning this because he isnt restricted like the Regulators are.
