A competent surfer who doesn't bother with physical attacks much and uses the environment, draining, reading energy flow, some cosmic awareness,etc. wins with out much effort.

DC involved in the writing would have supes win most of the time though.

Surfer has better consistency, better range in powers, should be more powerful over all, smarter, more experience, etc.

Surfer should win in a non bias battle most of the time.

Average showings of supes might loose some fights but high end pre-crisis destroys him 100 percent of the time.

i have to agree about pre-crises,but current supes does not have the variable power set of the Surfer!When myxlplick turned metropolis tiny in a jar.The Surfer said to supes do you really want this being messing with a whole city.(supes says what choice do i have?)he says allow me to restore metropolis,so surfer turns the city back to normal.And Supes is very impressed!
